| Abstract |
| مقدمة: نظرا للتطورات الجذریة التى یشهدها العالم فى مجال الخدمات العامة, اذ أنها تشکل أهمیة کبیرة بیئة أعمال الدولة, لذا أصبح التحول الرقمى ضرورة تفرضها وسائل تکنولوجیا المعلومات لتحسین کفاءة الجهاز الادارى للدولة والمؤسسات الحکومیة, وتقود الى استحداث أنماط اداریة ومؤسسیة جدیدة, الأمر الذى أدى بدوره الى التحول من العمل الورقى الى العمل الالکترونى. اشکالیة البحث: تکمن مشکلة الدراسة فی التعرف على المعوقات القانونیة والمستقبلیة التی تواجهها الدولة المصریة فى التحول الرقمى وأثرها على الحوکمة تطبیقا على الجهاز الادارى الدولة، هذه الإشکالیة تدعونا الى استعراض هذا الاثر، لذلک تتحدد مشکلة الدراسة من خلال الإجابة عن التساؤلات الاتیة: 1- هل حقق نظام التحول الرقمى الذى انتهجته الدولة المصریة فاعلیة فی تطبیق مبادئ الحوکمة على الجهاز الادارى للدولة ؟ 2- ما هی المعوقات القانونیة التی قد تواجه الدولة المصریة فی تنفیذ التحول الرقمى ؟ 3- الی أی مدی حققت مبادئ الحوکمة والرقمنة أهداف التنمیة المستدامة فى ضوء رؤیة مصر2030 ؟ أهمیة البحث: ایضاح أهمیة التحول الرقمى للجهاز الادارى للدولة وأثرة على تطبیق مبادئ الحوکمة فى ضوء رؤیة مصر2030. خطة البحث: ایفاءًا للغرض من هذا البحث، تم تقسیمه إلى ثلاثة مباحث، وذلک على النحو التالی: المبحث الأول: ماهیة وکیفیة التحول الرقمى للجهاز الادارى للدولة. المبحث الثانی: ماهیة ومبادئ الحوکمة فى ضوء أهداف التنمیة المستدامة. المبحث الثالث: انعکاس التحول الرقمى على الحوکمة بالتطبیق على الجهاز الادارى للدولة. |

| The impact of digital transformation on governance in the state’s administrative apparatus Introduction: Due to the radical developments that the world is witnessing in the field of public services, as they constitute a great importance to the state’s business environment, so digital transformation has become a necessity imposed by information technology means to improve the efficiency of the state’s administrative apparatus and government institutions, and lead to the development of new administrative and institutional patterns, which in turn led to Shift from paper work to electronic work. In this context, towards the implementation of the digital transformation system, it will have an impact on the set of rules, laws and standards under which the management of the authority or institution is conducted, as well as achieving effective oversight in the state’s administrative apparatus and the regulation of relations in the field of public services, in order to achieve transparency, justice and combating corruption, which is called governance . To build strong institutions in light of the sustainable development goals and Egypt’s Vision 2030. Search problem: The problem of the study lies in identifying the legal and future obstacles that the Egyptian state faces in digital transformation and its impact on governance as an application to the state’s administrative apparatus. 1- Has the digital transformation system adopted by the Egyptian state achieved effectiveness in applying the principles of governance to the state’s administrative apparatus? 2- What are the legal obstacles that the Egyptian state may face in implementing digital transformation? 3- To what extent have the principles of governance and digitization achieved the sustainable development goals in light of Egypt’s 2030 vision? The importance of the research: Clarifying the importance of the digital transformation of the state’s administrative apparatus and its impact on the application of governance principles in the light of Egypt’s 2030 vision. Research plan: To fulfill the purpose of this research, it was divided into three sections, as follows: The first topic: What and how to digitally transform the state’s administrative apparatus. The second topic: the nature and principles of governance in light of the sustainable development goals. The third topic: the impact of digital transformation on governance by applying it to the state’s administrative apparatus. |
